Andrew Godfrey "Andy" Carter (born November 9, 1968 in Philadelphia, Pennsylvania) is a former Major League Baseball pitcher. Carter played for the Philadelphia Phillies in 1994 and 1995.
In 24 career games, he had a 0–2 record with a 4.75 ERA. He batted and threw left-handed.
Carter was drafted by the Phillies in the 37th round of the 1987 amateur draft.
